What Heliconia Provides for Public-Sector Organizations

Heliconia builds digital systems for government and public-sector organisations and the bodies that work alongside them: case and application management, self-service portals for citizens and organisations, multi-level review and approval workflows, payment tracking and verification, document management, notifications, audit trails and reporting, on Odoo Community and custom software, deployed on infrastructure the organisation controls.

We're precise about our public-sector experience. Our closest verified work is a national civil-society body, the Sierra Leone Association of NGOs, whose registration process we digitised end to end on Odoo 19 Community, and an ICT consultancy serving governments and financial institutions in West Africa that has relied on our Odoo consultants for more than eight years. We don't claim government contracts, certifications or compliance standards we don't hold. What we do claim is the engineering: structured workflows, role-based access, audit trails and portals that replace paper.

Public-sector challenges

What Public-Sector Systems Have to Overcome

  • Legacy systems

Ageing applications that hold the data but not the process, to be integrated or replaced in stages.

  • Manual processes

Paper forms, physical files and email approvals that make status invisible and delays inevitable.

  • Data silos

Departments and agencies each with a copy of the citizen or organisation record.

  • Case management

Applications, requests and cases moving through defined stages with owners, deadlines and history.

  • Citizen services

Self-service submission, status tracking and communication without a visit or a phone call.

  • Approvals

Multi-level review chains with role-based authority and a record of every decision.

  • Reporting

Operational and management reporting from live data, not compiled by hand at month-end.

  • Security

Role-based access, authentication, logging and controlled deployment.

  • Interoperability

APIs to and from other systems rather than another island.

The service workflow

From Application to Reported Outcome

The pattern behind the SLANGO registration system, generalised: it fits licences, permits, registrations, grants and internal requests.

  1. Step 01

    Citizen / organisation

Registers securely on a portal. Identity and contact details captured once.

    • portal
  2. Step 02

    Application / request

Dynamic, validated forms with document upload. A status the applicant can see.

    • portal · custom
  3. Step 03

    Case management

Each application a case with owner, stage, deadlines and activity log.

    • Odoo · custom
  4. Step 04

    Review

Reviewers check documents and communicate with the applicant in the case thread.

    • Odoo Chatter
  5. Step 05

    Approval

Multi-level chain, for SLANGO: Admin → Finance → Director → Chairman, enforced by role.

    • custom · approvals
  6. Step 06

    Service delivery

Payment verified, certificate or registration issued, records updated.

    • Odoo · payments
  7. Step 07

    Notification

Automated email at each stage. Messaging between applicant and reviewer.

    • email · portal
  8. Step 08

    Reporting

Dashboards, filters and reports on volumes, times and outcomes. Full audit trail.

    • Odoo · dashboards

How we approach public-sector projects

Solution Areas We Build

Stated as capabilities. Each was either delivered for SLANGO or is the same engineering applied to a neighbouring workflow.

  • Case management

Structured case workflows with stages, ownership, deadlines and history: delivered for NGO registration.

  • Citizen and organisation portals

Self-service registration, submission, status tracking and messaging: delivered for SLANGO on Odoo 19 Community.

  • Internal applications

Back-office screens, Kanban and list views, filters and dashboards for the teams processing the work.

  • Document workflows

Upload, validation, review and approval of supporting documents with retention.

  • Payments

Fee tracking and verification against applications. Accounting where the organisation runs it in Odoo.

  • Reporting

Operational and management reporting from the live case data.

  • HR and operations

Employee, attendance, leave and payroll workflows: the HRIS work we support for a public-sector ICT consultancy.

  • Documentation and handover

Administrator and user manuals so the organisation runs the system itself, as delivered for SLANGO.

Security and governance

How We Handle Security and Governance

The controls we build into public-sector systems. No certification or compliance standard is claimed here. Ask us and we'll answer specifically for your requirement.

  • Role-based access control with permissions per stage and department
  • Authentication with password recovery and, where required, multi-factor or SSO providers
  • Authorization at record level: reviewers see the cases they're assigned
  • Audit trail of every change and message on a case (Odoo Chatter)
  • Data segmentation between organisations, departments or programmes
  • Secure APIs with authentication, rate limits and logging
  • Application and access logging
  • Backups with tested restores
  • Deployment controls: separate environments, Git-based releases, self-hosted where data residency requires it
  • Data governance: retention rules, soft delete and archiving, export on request

Implementation approach

How a Public-Sector Project Runs

  1. Process and stakeholder mapping

The workflow as it is today, every role in it, the documents and decisions, the reporting the leadership needs.

  2. Data and security design

Records, access model, audit requirements, hosting and data-residency constraints: agreed before the build.

  3. Build on Odoo Community

Case models, portal, forms, approval chain, payments, notifications, dashboards, with custom modules where needed.

  4. Pilot with real cases

A cohort of applications processed on staging by the actual reviewers. Adjustments made.

  5. Launch and documentation

Go-live with administrator and user manuals, training for staff and onboarding for applicants.

  6. Operate and extend

Support, reporting refinements, further workflows and integrations under an ongoing engagement.

Ask a question

Do you have government clients?

Our verified work is with a national NGO umbrella body (SLANGO) and an ICT consultancy that serves governments and financial institutions (iDT Labs). We describe that precisely rather than implying direct government contracts we don't have.

Why Odoo Community for public-sector systems?

It's open source with no per-user licence, it can be hosted on infrastructure you control, and it already provides users, roles, portals, documents, messaging, audit history and reporting, so the budget goes into your workflow, not licences. SLANGO’s entire registration system runs on Odoo 19 Community.

Odoo Community services

Can approvals follow our organisational hierarchy?

Yes. Approval chains are configured per workflow with role-based authority at each level, SLANGO’s runs Admin → Finance → Director → Chairman, and every decision is recorded in the audit trail.

SLANGO case study

Are you certified to any security or compliance standard?

We don't claim certifications on this page. We build with role-based access, audit trails, logging, backups and controlled deployments, and we'll answer specifically against your requirement or standard before an engagement.

Can the system integrate with our existing systems?

Yes. Legacy and external systems are connected through APIs so records aren't duplicated. Where a legacy system is being replaced, we migrate in stages.
