Definition
Odoo Community is the open-source edition of Odoo, licensed under LGPL v3, that businesses can deploy, customize and extend without an Odoo Enterprise subscription. It includes the core applications (CRM, sales, purchase, inventory, manufacturing, invoicing, project, HR and website) and is extended by the Odoo Community Association (OCA) module ecosystem and by custom modules.
It suits organizations that want control over their ERP architecture and licensing cost, and are comfortable having a partner (or an internal team) handle implementation, customization, hosting and ongoing technical work, because with Community, there's no Odoo S.A. subscription behind you.
Community isn't a demo of Enterprise. Hi-Tech Alloys runs an entire alloy-casting foundry (heat-to-part traceability, metallurgy lab, EN 10204 certificates, customer portal) on Odoo 16 Community with custom modules. The edition sets what comes in the box, not what the system can become.

Who it is for
No per-user subscription. Budget goes to implementation and customization, which you would pay for on either edition.
Industry-specific workflows that need custom modules anyway: the Enterprise apps you wouldn't use aren't a loss.
Own the code, the hosting and the upgrade timing. No vendor lock-in beyond the framework itself.
Community assumes someone competent runs it. With a partner, that is a strength, not a risk.
Contribute fixes back, use community-maintained modules, benefit from the OCA's collective upgrade work.
If the Enterprise features you use are few and replaceable, migrating to Community is a real option.

The software is free under LGPL v3. Running it isn't: implementation, customization, hosting, upgrades and support are real costs on either edition. Community simply removes the per-user subscription.
The Odoo Community Association maintains thousands of free, open-source modules that fill gaps in the standard system. On Community they are often what makes the edition viable, because they cover a share of what Enterprise apps do.
They are community-maintained rather than vendor-supported, so each one has to be evaluated before you depend on it. We publish the checklist we use.
Yes, without limit. It's the same framework as Enterprise. Custom modules, OCA modules, APIs and headless frontends all work on Community.
Community includes invoicing. Full accounting (journals, reconciliation, financial reports) is added through OCA accounting modules, which we implement regularly.
Yes. OCA modules and app-store modules built for Community. Enterprise-only apps (Studio, Documents, Sign, Planning) aren't available.
Yes. The database structure is shared. Migrating means adding the Enterprise modules and licence and re-testing custom code.
Your partner and the community. There's no Odoo S.A. support contract for Community, so choose a partner who can actually maintain the system, including upgrades.
With OpenUpgrade and OCA migration tooling for the standard database, plus migration of custom and OCA modules: run as a rehearsed test migration first.
